Just push the '^' on the directional pad. If you hit it once, the cell phone comes up, but only enough for you to hit Phone book, organizer, etc... If you hit it twice, the keypad comes up, allowing you to hit the keys to preform the cheats. If the issue was with the T.V., it would only cut off the sides of the picture, so you could on ly see the Send, 4, 7, *, 0, 8, 5, and 2 keys. I had the same problem when I first started, and I posted a question like this one.

Push up on the d-pad again. Push once and the cell comes up. Twice and the numbers come up too. Usually if your t.v. was too small it would miss left and right sides not top or bottom.How come in Grand Theft Auto 4 it wont work...?
yeah you should try pressing up on the D-pad it worked for me!
