Are there any games like grand theft auto but for younger kids?

My little brother really wants that new grand theft auto 4 game but looking at the reviews it seems very violent. He is only 11 years old he is going to the 6th grade. are there any games similar to this one but more for his age. he likes fighting games and racing games alot. please don't answer if your just going to saw there are none.Are there any games like grand theft auto but for younger kids?
true crime streets of la.its just like grand theft auto but its rated m.you can hijack cars shoot people and stop criminals.you can also blow up cars.its really fun.but it does say some cuss words every now and then.you can also do missions on that game.its not as violent as grand theft autoAre there any games like grand theft auto but for younger kids?

You can try some of the Need for Speed games, some of them have free roam, its racing and most are rated T i think, even though you cant get out of the car, it is still a pretty fun game to play for his age.
